凤凰光学的前身是国家小三线建设而设立的江西光学仪器总厂，创建于1965年8月15日，由原国家计委、一机部联合批准，在江西上饶德兴花桥乡黄柏洋村设立：江西光学仪器总厂（由上海电影机械厂、上海照相机二厂、江南光学仪器厂、南京测绘仪器厂、南京模具厂等部分内迁组成）；当年注册资本3600万元人民币，1969年正式生产。
